Afaik there is no such list. Generally it should work in any country except the well known ones which blocks most of the internet anyway.

Last time we tried (a few years back) it even works from China. No idea if this is still the case. Threema is so small that it isn't on their radar. Or to put it differently: I did not find a single country with Internet connectivity where it did not work.
Please keep in mind that this is pre 2020 expierience. As with #Covid1984 governments, AROUND THE WORLD as in ALL OF THEM, became even more totalitarian around the world and more then happy to censor, block and silcence you. So your milage may vary.

Also, Threema Calls do not work in the United Arab Emirates. Texts and Media are no problem though. Just live calls are blocked.
